Heilongjiang Jineng Baoqing 350MW/1750MWh Compressed Air Energy Storage Demonstration Project Breaks Ground

On April 27, the groundbreaking ceremony for the Heilongjiang Jineng Baoqing 350MW/1750MWh Compressed Air Energy Storage (CAES) Demonstration Project was held in Jubao Village, Qixingpao Town, Baoqing County, Shuangyashan City, Heilongjiang Province. Attendees included Baoqing County Party Secretary Xu Binyi, Han Jinsong (Vice President of Jineng International Energy Co., Ltd.), and representatives from key contractors such as China Gezhouba Group Corporation and China Electric Power Engineering Consulting Group (CEPEC), marking a pivotal moment in the region’s energy transition.

In recent years, Baoqing County has leveraged its robust industrial foundation to drive investment and optimize supply chains, extend industrial chains, and enhance value chains, striving to establish itself as a new hub for industrial development in eastern Heilongjiang. The launch of this project heralds the start of 27 key initiatives in the county, totaling 10.21 billion yuan in investment with an annual planned expenditure of 3.41 billion yuan. These include five provincial-level projects such as a heat source pipeline network and a cold chain logistics base, alongside 22 county-level projects spanning cultural tourism clusters, ice-snow hot spring resorts, and livelihood infrastructure.

The Jineng CAES project represents a milestone in Baoqing’s new energy sector development, profoundly impacting industrial restructuring and the creation of a modern industrial system. Its completion will inject robust momentum into the county’s high-quality economic growth.

Project Overview

  • EPC+F Contractor: A consortium of CEPEC Northeast Electric Power Design Institute Co., Ltd., China Gezhouba Group Co., Ltd., and Gezhouba Group No.1 Engineering Co., Ltd. won the bid with a quoted price of 25.069329 billion yuan.
  • National Significance: As one of China’s first National Science and Technology Innovation (Energy Storage) Pilot Demonstration Projects approved by the National Energy Administration, the facility innovatively integrates local underground granite resources with grid peak-shaving demands.
  • Technical Innovation:
    • Employs a hybrid system of 350MW/1750MWh CAES + 6MW flywheel energy storage, combining long-duration peak shaving (7-hour storage, 5-hour generation) and millisecond-level frequency response from flywheels.
    • Pioneers dual-media thermal storage (molten salt + hot water), recycling 360°C waste heat from compression to eliminate fossil fuel use during power generation.
    • First in China to adopt artificial cavern gas storage technology at this scale.

Impact

  • Annual Benefits: Reduces 840 million kWh of curtailed wind/solar power, supporting Northeast China’s transition to an integrated “wind-solar-thermal-storage” power system.
  • Strategic Role: Marks a major breakthrough in large-scale, long-duration energy storage, advancing China’s new-type power system and dual carbon goals (carbon peaking and neutrality).
