Their moves follow a recent&nbsp;<a href=\"https:\/\/www.energy-storage.news\/virginia-proposes-20-78gw-storage-mandate-as-trump-governors-call-for-emergency-pjm-grid-measures\/\">Virginia legislative update that greatly increases the deployment of energy storage<\/a>, including long-duration energy storage (LDES) technologies. Virginia is also in PJM and home to \u2018data centre alley,\u2019 the biggest contributor by far to rapid electricity load growth within the 15 states and the District of Columbia that comprise the RTO\u2019s service area.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"650\" height=\"369\" src=\"https:\/\/en.esplaza.com.cn\/wp-content\/uploads\/2026\/02\/image-3.png\" alt=\"\" class=\"wp-image-1266\" srcset=\"https:\/\/en.esplaza.com.cn\/wp-content\/uploads\/2026\/02\/image-3.png 650w, https:\/\/en.esplaza.com.cn\/wp-content\/uploads\/2026\/02\/image-3-300x170.png 300w\" sizes=\"auto, (max-width: 650px) 100vw, 650px\" \/><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\" id=\"h-new-jersey-pursues-thousands-of-megawatts-of-renewables-governor-attacks-pjm-mismanagement\">New Jersey pursues \u2018thousands of megawatts\u2019 of renewables, Governor attacks PJM \u2018mismanagement\u2019<\/h2>\n\n\n\n<p>New Jersey will build \u201cthousands of megawatts\u201d of new solar PV and energy storage capacity, and introduce permitting reforms and electricity rate management, as per executive orders signed by newly inaugurated governor Mikie&nbsp;Sherrill.<\/p>\n\n\n\n<p>On her first day in office, 20 January, Governor Sherrill signed six executive orders, two of which related to the state\u2019s grid operator and energy industries.<\/p>\n\n\n\n<p>The first order will offset future electricity price rises using existing funds, which Sherrill\u2019s office attributed to \u201cthe regional grid operator PJM\u2019s mismanagement\u201d. The order will also \u201chold utilities accountable\u201d for preventing rates from \u201ccontinuing to climb at an unsustainable rate\u201d, it said.<\/p>\n\n\n\n<p>The order will empower the Board of Public Utilities (BPU), a New Jersey government office, to \u201cpause or&nbsp;modify&nbsp;utility actions that could further increase bills\u201d and direct it to review utility business models \u201cto ensure alignment with delivering cost reductions to ratepayers\u201d.<\/p>\n\n\n\n<p>The second executive order declares a \u201cState of Emergency\u201d to develop \u201cmassive amounts of new power generation\u201d and to reduce state-level permitting delays and utility-level interconnection bottlenecks.<\/p>\n\n\n\n<p>The order will establish and accelerate programmes \u201cto bring on thousands of megawatts of new solar and battery storage generation\u201d, it says, and will direct state agencies to identify&nbsp;permit&nbsp;reforms to&nbsp;more rapidly deploy new energy projects.<\/p>\n\n\n\n<p>The second order is aimed at reducing energy bills, and Sherrill positioned it in opposition to federal policies. It reads: \u201cMore power means lower costs\u2014and we must move quickly as the federal government cuts support for energy production\u201d.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-maryland-launches-us-70-million-programme-seeks-to-offset-federal-policy-impacts\">Maryland launches US$70 million programme, seeks to offset federal policy impacts<\/h2>\n\n\n\n<p>The governor of the US state of Maryland, Wes Moore, has launched a new fund to invest US$70 million in local solar and energy storage projects.<\/p>\n\n\n\n<p>The state said the investment was a response to recent policy changes by the Trump administration, which have resulted in significant scaling back of federal support for clean energy.<\/p>\n\n\n\n<p>\u201cThe investment will spur local, clean energy production by mitigating financial uncertainty caused by the Trump Administration\u2019s cuts to the Investment Tax Credit under the&nbsp;<a href=\"https:\/\/www.pv-tech.org\/obbba-to-slow-down-us-community-solar-installations-until-2030\/\">One Big Beautiful Bill Act<\/a>,\u201d a statement on the measures said.<\/p>\n\n\n\n<p>The US$70 million Solar and Energy Storage Gap Financing Program will established&nbsp;under the Lower Bills and Local Power Act, part of a legislative drive aimed at improving energy affordability in the state. Few details on the fund have yet been published, but it will be administered by the Maryland Energy Administration, using capital from the Strategic Energy Investment Fund, and invest in \u201cshovel-ready solar-plus-storage projects\u201d.<\/p>\n\n\n\n<p>\u201cEnergy policy is about more than megawatts and transmission corridors \u2013 it is about whether Maryland families can afford to live in their homes,\u201d&nbsp;said Governor Moore.&nbsp;\u201cThat\u2019s&nbsp;why our administration is stepping up to deliver real relief, focusing on driving down the cost of utility bills for Marylanders, and investing in local projects that make energy more reliable and affordable.\u201d&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Lower Bills and Local Power Act&nbsp;supports&nbsp;the governor\u2019s Building an Affordable and Reliable Energy Future executive order, deploying&nbsp;nearly US$200 million&nbsp;from the Strategic Energy Investment Fund \u2013 sourced from utilities\u2019 alternative compliance payments \u2013 to address rising energy costs. The legislation focuses on direct bill relief, grid&nbsp;modernisation&nbsp;and local generation development.&nbsp;<\/p>\n\n\n\n<p>To modernise Maryland\u2019s transmission system, the Lower Bills and Local Power Act&nbsp;requires&nbsp;\u201cutilities to prioritise advanced and grid-enhancing transmission technologies when expanding capacity.\u201d The measures are intended to increase the efficiency and capacity of existing lines, improving reliability without the need for new infrastructure. Utilities seeking approval for new transmission projects must first&nbsp;submit&nbsp;plans to deploy these technologies to the Public Service Commission.&nbsp;<\/p>\n\n\n\n<p>The legislation has also&nbsp;allocated&nbsp;US$10 million from the Strategic Energy Investment Fund to the Maryland Department of Transportation to&nbsp;identify&nbsp;opportunities for high-voltage transmission and battery storage projects along state and interstate highways. By using existing highway rights-of-way, the state aims to \u201caccelerate deployment by avoiding complex land acquisition and permitting\u201d.&nbsp;<\/p>\n\n\n\n<p>The legislation removed the existing 0.5% utility incentive, which allowed companies to earn&nbsp;additional&nbsp;profits.
